For over fifteen years, our Team has worked on numerous health services planning projects and program reviews. Collectively, infrastructure projects completed by our team during this time frame have capital cost estimates up to $600M. The selected projects shown are listed chronologically.

Newfoundland Provincial Radiation Therapy Plan

Client: Government of Newfoundland and Labrador
Profile: The purpose of the study was to:

  • Undertake a comprehensive review of the existing radiation therapy service model in Newfoundland
  • Recommend a service plan for delivery of radiation therapy service in NL to meet cancer needs to 2026

The project also included preparation of a detailed functional program for the new Cancer Centre Western for radiation therapy, systemic therapy and related services as part of the new Western Memorial Regional Hospital (WMRH) campus.

CancerControl Alberta: Provincial Services Pre-Planning Project

Client: CancerControl Alberta
Profile: The Alberta Provincial Cancer Pre‐Planning Project (Project) was conducted to provide a foundation and framework upon which CancerControl Alberta could develop a province wide Cancer Service Plan. The Project included a literature review of national and international published and grey literature, as well as review of Alberta
Health Services and CancerControl Alberta planning documents. The scope of the Project addressed to two key cancer treatment programs, chemotherapy and external beam radiation therapy; however, the planning concepts and tasks can be generalized to include all aspects of cancer services. A conceptual Framework for Provincial Cancer Service Planning integrating the planning concepts and tasks was developed and presented in the report.

Business Case for Health Capital Projects:     Protection of Children Abusing Drugs (PChAD) Edmonton

Client: Alberta Infrastructure
Profile: In December 2010, the Government of Alberta announced $40.3 million in capital funding as part of the Safe Communities Initiative for development of 100 new detoxification, residential treatment and/or concurrent addiction and mental health beds across the province, including the redevelopment of the Edmonton PChAD Protective Safe House. In 2012, Alberta Health Services completed a Needs Assessment which recommended the construction of a new, purpose built facility to provide the needed space for projected bed increases, treatment programming space for youth and their families, and appropriate security not provided by the existing facility. This Business Case supported the need for a new, purpose built, 12 bed facility to meet program needs to 2030. The estimated space requirement for the new facility is 968 building gross square metres.

Stollery Children’s Hospital Critical Care Redevelopment Functional Program

Profile: Functional programming of appropriate and improved health facilities, specifically 48 beds (16 Neonatal Intensive Care, 16 Pediatric Intensive Care and 16 Pediatric Cardiac Intensive Care) at the Mazankowski Alberta Heart Institute, Walter C. Alberta Health Services: Radiation Treatment Corridor-Project Management Services

Profile: Since 2007, Altus has provided overall Project Management/Coordination for Alberta Health Services (AHS) Cancer Care (formerly Alberta Cancer Board) and Alberta Health (AH) on a federally and provincially funded multi million dollar initiative to expand radiation treatment services throughout Alberta as an expansion to the two current tertiary centres in Calgary and Edmonton. Project includes facilitation of province wide service planning, Radiation Therapy wait time access policy, operational planning  and programming for three distributed radiation therapy services in Alberta.

Royal Alexandra Hospital Site Development Update

Profile: Update of the RAH Site Development Plan to incorporate changing service needs, health care deliver policies and practices.dynamic growth, capital planning modifications that have resulted in departures from the RAH Master Plan and Addendum (1998/99). The focus of the update is on Phase 3 (Redevelopment of the ATC) since it will be the next phase of redevelopment on the RAH site. Rockyview General Hospital Major Capital Project

Client: Calgary Health Region
Profile: The Calgary Health Region (CHR) initiated concurrent capital redevelopment ,projects for the three hospital sites, including the Rockyview General Hospital (RGH), in Calgary. These projects responded to a dynamic health context and the pressing need for additional service capacity. This first phase for Schematic Design included major renovations to the Surgical Site, PARR and Day Surgery Unit, Diagnostic Imaging and IP units, plus an expansion to include ICU/CCU, Emergency, Lab Medicine and a Hemodialysis Unit at the RGH. Cross Cancer Institute Functional Program

Client: Alberta Cancer Board
Profile: Preparation of a functional program to accommodate a major expansion and regeneration of the tertiary referral cancer centre serving northern Alberta. Based on an analysis of service plans, utilization data, facility evaluation, demographics and cancer trends, an innovative solution to maximize service capacities on a constrained site was developed. The team had completed the master plan, CCI Space Optimization Study, in 2003.

Cross Cancer Institute, Space Optimization Redevelopment, Phase I

Client: Alberta Cancer Board

Walter C. MacKenzie Health Sciences Centre, Bed Reclamation Project Scope Confirmation Report

Tom Baker Cancer Centre, Expansion Feasibility Study

Profile: This study was initiated by the ACB as a preliminary business case to determine the feasibility of three alternative Calgary sites to accommodate an expanded Tom Baker Cancer Centre (TBCC). The primary objective of the TBCC expansion was to maintain high quality accessible cancer control services by ensuring the TBCC could effectively operate as a comprehensive cancer centre to serve a growing and aging Southern Alberta population to 2018 during a period of unprecdenented increases in cancer caseloads.

Profile: Working under the auspices of a multi party special initiative involving the Federal Government, the Ontario Ministry of Health and Long Term Care, two local hospital boards and six First Nations Bands, area-wide health needs were reassessed and an integrated service delivery framework for six isolated, northern Ontario communities was generated. The resulting Master Service Plan incorporated descriptions of local (community), regional and tertiary referral services across the full spectrum of health services, including public health, emergency, acute care, long-term care, mental health, administration and support services.

Sioux Lookout Meno-Ya-Win Health Centre, Functional Program

Client: Ontario Health & Health Canada
Profile: Preparation of strategies for combining local, provincial and federal health services into one unified service, and preparation of a functional program for a new health centre. Services were programmed to meet the needs of the local population of Sioux Lookout and the Nishawbe-Aski First Nation of Northern Ontario. The health centre will be an integration of hospital and community services with an emphasis on the native healing culture. Profile: Preparation and evaluation of three potential viable redevelopment options for Bethany Calgary Centre, Calgary. The redevelopment options were based on future prospective service roles, constraints and opportunities of the existing facilities and site, and approved best practice models of care.

Alberta Children’s Hospital Functional Program

Client: Calgary Health Region
Profile: Reassessment of service plans and development of a functional program for the construction of a new children’s hospital on the West campus at the University of calgary. The functional program included capacity for a comprehensive, sub-specialty based ambulatory care and rehabilitation service with almost 300,000 visits per year, 142 inpatient beds, including oncology and mental health and effective integration of academic practice requirements. Inpatients ambulatory and support service models were assessed within a pediatric best practices context with the client and user groups to finalize standards and space planning models adopted for the functional program. As well, a preliminary functional program was completed to merge and transfer high risk maternal newborn from the Foothills Medical Centre to the new ACB site. This included high resk prenatal, labour and delivery, newborn nursery and neonatal intensive care. The key staff listed prepared the Functional Program in association with Anshen + Allen and Associates (San Francisco) and Kasian Architects.

Queen Elizabeth II Hospital Master Redevelopment Plan

Client: Mistahia Health region
Profile: Completion of a Master Program and Master Plan based on the assessment of facility needs at the QEII site to fulfill the role of a secondary referral hospital, including cancer services, to accommodate the changing population health needs and MHR’s service plan to 2010. University of Alberta Hospital, Site Master Plan

Client: Capital Health Authority
Profile: A master redevelopment plan of Capital Health facilities of the University of Alberta Hospital (UAH) site (the major academic health centre for Northern Alberta) was prepared to guide cost-effective long-term capital development. The plan responded to complex and often differing priorities and needs, provided a long-term development plan that was acceptable to the CH and the Faculty of Medicine. Phasing and decanting strategies were included. Project completed in association with Hamilton Chomik Architects.

University of Alberta/University Hospital Faculty of Medicine Core Programs

Client: University of Alberta
Profile: Preparation of planning information for Faculty of Medicine core academic services and programs, which were to be incorporated into the UAH Master Plan. As the major academic health centre for Northern Alberta, the functional and physical integration of core Faculty of Medicine programs with CH programs was the overall planning goal. Queen Elizabeth II Hospital, DI & MRI Master Plan & Functional Program

Client: Mistahia Regional Health Authority
Profile: This plan outlines a strategy to integrate a specialized MRI program on the site to serve the residents of the Mistahia Region and surrounding areas and address significant space deficiencies in Diagnostic Imaging. The plan had to respond to complex phasing requirements arising from funding, operational and site constraints. Project completed in association with Hamilton Filipowicz Architects Ltd.

Tom Baker Cancer Centre, Planning Analysis

Client: Alberta Cancer Board
Profile: Four planning documents were completed over this time:
*Operational Review (2000): identified issues specific to the delivery of patient care to improve the efficiency and effectiveness of the TBCC. Major strategies and recommendations were developed and implemented during and following this review.
*Disaster Response Plan (1999): developed a highly organized and safe notification and response to a disaster.
*Role Statement (1999) outlined the services, education and research activities (i.e. mission and vision statements, etc)
*Office Space Analysis (2000): compared the 1996 functional program projections against the actual space built (2000) and included a reorganized office space plan.

Alberta Cancer Board, Physician Resource Plan

Client: Alberta Cancer Board
Profile: In response to a province-wide initiative from Alberta Health & Wellness, the first phase of a comprehensive, province-wide assessment of physician resources to respond to oncology needs was completed. This study involved an analysis of service plans, changing demographics, cancer epidemiology trends, practice patterns and benchmarking for core oncology physician resource needs.

Royal Alexandra Hospital Master Plan & Supplementary Analysis (Site Impact)

Client: Capital Health
Profile: A master development plan for the RAH (comprised of 11 facilities totaling 97.430m2) was developed to guide future orderly development of this site over the next 1.5 years. This plan was prepared to integrate with Capital Health’s strategic, academic and service plans and to respond to numerous, complex site constraints. Over 100 individual program needs were incorporated. This resulted in plans for major restructuring of eight of the existing facilities and the addition of significant new space phased over the next 10 to 12 years. Emergency Services Capacity Study

Client: Capital Health Authority
Profile: In response to serious overcrowding of emergency facilities in the Capital Health Region, a comprehensive study of existing and future (10 years) emergency services requirements was completed involving five CH hospitals. A regional, provincial and inter-provincial assessment of workload, utilization patterns and facilities was conducted using two references cities (Calgary and Winnipeg). The analysis was used to reprogram space requirements for the new U of A Hospital Emergency Department.

Caritas Health Group, Misericordia & Grey Nuns Hospitals Facilities Plan 

Client: Caritas Health Group
Profile: In response to health reforms, a conceptual development framework to guide the reconfiguration of the Misericordia and Grey Nuns Hospitals into community health care centers was developed. The project involved building consensus among many user groups and administrators towards a common vision for the organization and its facilities within the context of the Capital Health Authority.
